From the Symbiotic to Ambivalence

We are back at the Ortiz Center for in-person monthly luncheons!
What’s the secret behind the lasting and steadfast relationship between United States and Mexico? What are the abiding and salient features of a sacred partnership that have withstood centuries of challenging issues over time? How can the current cross-border troubles be explained and understood in a historical context? What are the prospects for a more harmonious relationship between these two biggest trade partners?
Dr. Cisneros will take us through the fascinating history of Texas Independence, Mexico’s battle with France with U.S. assistance, the Brasero program, war on drugs, migration flows as well as the positive effects of the relationship with Mexico under each of the U.S. Presidencies from Ronald Reagan, Jimmy Carter, George H. W. Bush, Bill Clinton, George W. Bush, Barak Obama, Donald Trump and Joseph Biden.
Native of Puebla, Mexico, Dr. Cisneros is a distinguished political scientist specializing in democratic development and Latinx Studies in the United States and Latin America. He graduated Magna Cum Laude in International Relations from UDLAP in Mexico, and pursued a Masters and Ph.D. in International Development at the University of East Anglia in the UK. Dr. Cisneros then served in different public and private sector institutions including Grupo Carso and International Personal Finance. In 2016, and later became a full-time professor at BUAP, Puebla; Mexico’s fourth-largest public university with more than 70,000 students.
Currently, Dr. Cisneros is part of the Ph.D. in Government and the Public Opinion and Political Market programs at BUAP’s Institute for Government Studies and Strategic Development, both of them certified by the Council for Science and Technology of Mexico. In 2016-17 he was invited as an international Scholar at Appalachian State University and Cornell University. In 2021-22 Dr. Cisneros has been appointed as Senior Distinguished Visiting Professor and Dan German Distinguished Scholar in the Department of Government and Justice Studies at Appalachian State University. He has authored multiple international journal articles and book chapters, participating in international congresses such as MPSA and SPSA on several occasions.
