America in the Gray Zone; Conflict Short of War

    FROM THE SPEAKER: This topic title describes my greatest concern; that the global rule-based system of sovereign states, in which we have flourished, is foundering. The convergence of two meta-forces is eroding both the traditional meaning of sovereignty, and the set of rules which have governed the Westphalian paradigm for nearly 400 years. One of those meta-forces is the emergence an alternative global eco-system based on criminal networks, which include terrorist organizations, transnational criminal organizations, and networked insurgencies. The other meta-force is the abandonment of the traditional set of rules by which the international system has been governed by major players such as Russia, China, Iran, and of course North Korea. Their adoption of so-called “gray zone” operations is a global game changer. These two coming together in the early 21st century – especially at a time of U.S. retreat from a vigorous global role – poses an existential threat to the long-term durability of our security and prosperity.
